Meaningful stakeholder engagement and collaboration are essential for effective shared decision-making
Title 1 District Parent Advisory Councils (DPACs)

The Title 1 DPAC is a district-level consultative body that represents all school-level Title 1 PAC representatives and parents of participating students in the Title 1 program.

Citywide Title 1 Parent Advisory Council (CTI-PAC)

New York City established the CTI-PAC to expand opportunities for Title 1 parents to provide input and advisement on policies and programs to improve the outcomes of Title 1 students. CTI-PAC membership includes the District Parent Advisory Council (DPAC) Chairs and Alternates representing all NYC districts.

Parent Association/Parent-Teacher Association (PA/PTA)

All of our schools are required to have either a Parent Association (PA) or Parent Teacher Association (PTA). These organizations advocate for students and families, depending on the school’s plan for planning by activities.

President's Councils

President's Council is an organization of PA/PTA presidents (or designees) that represents the interests of parents within the respective district. Each community school district is required to have a President's Council. Each borough is required to have a President's Council for its high schools. Citywide Special Education (District 75) has a citywide President's Council.

Chancellor’s Parent Advisory Council (CPAC)

CPAC is made up of Presidents’ Council presidents. CPAC meets with the Chancellor and other divisions monthly so they can share information to better support their constituents and be prepared in their advisory role to the Chancellor. CPAC members are PA/PTA members, SLT members and DLT members. CPAC meetings are open to the public.

School Leadership Teams (SLTs)

The SLT is a group of stakeholders who collaboratively develop educational policies for their school, balancing participation by parents and staff and inclusive of students and other representative(s) of the community in school-based shared decision-making. Pursuant to State Education Law section 2590-h, the SLT is responsible for developing an annual school Comprehensive Education Plan (CEP) that is aligned with the school-based budget for the ensuing school year.

District Leadership Teams (DLTs)

The DLT is a group of stakeholders who collaboratively develop educational policies for their district, inclusive of parents, staff, students, and community members in shared decision-making. The DLT develops the District Comprehensive Education Plan (DCEP), which includes annual goals and incorporates the six categories of the district 100.11 plan.

Citywide and Community Education Councils (CCECs)

CCECs are education policy advisory bodies responsible for, among other things, reviewing and evaluating their district’s educational programs, approving zoning lines, and holding public hearings on certain matters and other things. There are 32 Community Education Councils (CECs) as well as four citywide councils — Citywide Council on High Schools (CCHS), Citywide Council on Special Education (CCSE), Citywide Council on District 75 (CCD75), and Citywide Council on English Language Learners (CCELL).

Panel for Education Policy (PEP)

The Panel for Educational Policy (PEP) is a 24-member, voting body overseeing New York City Public Schools (NYCPS) and is comprised of community leaders across every neighborhood and borough of New York City. From former educators and principals to advocates, parents, and specialists in their field the Panel stands behind the unifying tenant to represent the diversity of voice and opinion within New York City school communities while promoting equity in education.
