A Closer Look at the Supporting Structures

School Leadership Teams (SLTs)

The SLT is a group of stakeholders who collaboratively develop educational policies for their school, balancing participation by parents and staff and inclusive of students and other representative(s) of the community in school-based shared decision-making. Pursuant to State Education Law section 2590-h, the SLT is responsible for developing an annual school Comprehensive Education Plan (CEP) that is aligned with the school-based budget for the ensuing school year.

Title I Parent Advisory Council (PAC)

Title I Parent Advisory Council (PAC) serve as the consultative and representative body to involve and engage all parents of students who are included in the Title I program.

The Title I PAC is a school level body.

District Parent Advisory Council (DPACs)

District Parent Advisory Council (DPACs) DPAC is an organization of all Title I Parent Advisory Council (PAC) Chairpersons or Alternates in the district, including Title I PAC.

The District Parent Advisory Council is a district level body.

Parent Association/Parent-Teacher Association (PA/PTA)

These organizations advocate for students and families, update parents and families about the school, plan and run activities for parents and families. PA/PTAs can support schools in a number of ways, including hosting parent workshops, organizing activities for families—both academic and social, raising funds, running volunteer events.

CTI PAC

Title I Parent Advisory Council (PAC) serve as the consultative and representative body to involve and engage all parents of students who are included in the Title I program.

CTI PAC is a Citywide PAC.

Chancellor’s Parent Advisory Council (CPAC)

The Chancellor’s Parent Advisory Council (CPAC) is comprised of the presidents (or their designee) of dedicated citywide parent leaders made up of Presidents’ Councils representing 32 districts, 5 High School Boroughs and District 75 who were elected by our peers to advocate for the 1.1 million NYC Public School scholars and their families. CPAC works as a team to identify concerns, trends, and policy issues and to advise the Chancellor on NYCPS policies.

Panel for Educational Policy (PEP)

The Panel for Educational Policy (PEP) is a 24-member, voting body overseeing New York City Public Schools (NYCPS) and is comprised of community leaders across every neighborhood and borough of New York City. From former educators and principals to advocates, parents, and specialists in their field the Panel stands behind the unifying tenant to represent the diversity of voice and opinion within New York City school communities while promoting equity in education.

Community and Citywide Education Councils (CEC)

Community Education Council (CEC) members act as liaisons with the SLTs of the schools in their respective community school districts. Members of the Citywide Council on High Schools (CCHS) serve in a similar capacity for the high schools throughout the system, as do the District 75 seat members of each CEC with regard to District 75 schools. The liaison function includes attending meetings as observers and/or presenters and participating on SLT committees and subcommittees when invited by SLT members.

There is a Community Education Council (CEC) for every community school district. There are also four Citywide Councils: (1) the Citywide Council on High Schools (CCHS),(2) the Citywide Council on Special Education (CCSE), (3) the Citywide Council on English Language Learners (CCELL), and (4) the Citywide Council for D75 (CCD75).

Working together, School Leadership Teams (SLT) and District Leadership Teams (DLT) create plans to make the school better all the time.

CEP

School/Comprehensive Education Plan (S/CEP)

The CEP is a framework for continuous school improvement that engages school staff and parents in a systematic review of the effectiveness of instructional programs and educational strategies that support student achievement and meet rigorous State and City content and performance standards. The CEP is developed annually by the School Leadership Team (SLT), which serves as the vehicle for meaningful consultation with parent and staff representatives in education planning and shared decision-making. It is expected that the CEPs prepared by schools will reflect a spirit of collaboration and shared responsibility among partners who share a common goal: continuous improvement of education practices and higher levels of student achievement. DCEP

District Comprehensive Education Plan (DCEP)

The DCEP is an educational planning document developed annually by the District Leadership Team (DLT) that collaboratively engages district stakeholders in continuous improvement planning and addresses all state and federal requirements regarding shared decision-making. Continuous improvement planning at both the district and school levels focuses on setting clear goals and developing strategies to address identified challenges, monitoring progress, and making data-driven decisions to improve student outcomes.
